The PhD study programme is generally tuition free. In Germany the universities are financed by the government. Students even from other countries just have to pay a fee of about 328 Euros (Winter term 2015/16) per semester.
German health insurance is obligatory for all students. Special low-price health insurance is offered to all students under 30 years. This insurance covers the costs of normal medical treatment in Germany.
Unfortunately individual stipends are currently not available. We recomment to contact the supervisor of your individual research project for scholarships funds to apply for.
