Dr. Greville Rumble

Greville Rumble was born in Lima and schooled in Ecuador, Switzerland and England. In 1965 he was a foundation student at the newly established University of Kent at Canterbury in the United Kingdom, graduating with a Bachelor's degree in History in 1968. In 1970 he was awarded a Master's degree from the same University following a one year reseach studentship during which he studied de facto theories of government in seventeenth century England. He obtained a PhD from the Open University in the costs and economics of open and distance learning. In 2008 he was awarded an honorary doctorate by the Universidad Estatal a Distancia, Costa Rica, for his work in distance education and his contribution to the planning and development of UNED.

He joined the newly founded Open University in the United Kingdom in 1970, where in a career ending in 2001 he headed the University's corporate planning office for 10 years, and for 8 years directed one of the University’s regional offices providing services to students. In 1999 he was appointed to a personal chair as Professor of Distance Education Management at the Open University. He is now free-lances as a consultant.

Greville has extensive international experience as a consultant in the planning, management, costs and economics of distance education. Recent work has involved studies of the use of ICT in education and distance education in Ethiopia and Rwanda; studies on the costs and costing of distance education in the Namibian College of Open Learning, Royal Holloway College University of London, and the University of Leicester; advising on the development of a national distance education policy in Rwanda and Namibia; reviewing the organisational structure of the Ethiopian Civil Service College; advising on Total Quality Management approaches including the conduct of cross-border distance education programmes at the Moscow State University for Economics, Statistics and Informatics; participating with others in a quality evaluation of the Universitat Oberta de Catalunya; and developing an initial planning and scoping document for a national distance teaching university in Kenya.

He has written extensively on the planning and management of distance education.
